I would say yes. I am a shy girl who has a hard time letting guys know that I'm interested. My advice: Approach her because she will probably never make the first move to talk to you. I love when guys are willing to make the first move. You may impress her and she might open up to you more. :) You can start with just saying "Hi" to her or asking her how her day is going. If you like her back and she still acts really shy around you, give her some time to get used to you.
