Gwen Alice dress for costume?

You would have to look in the phone book to find local tailors or search online for tailors who take commissions. However I highly doubt your going to find anyone who will make a full detailed costume like that for $50.00. Most people charge at the least $150 for custom work. And that's usually for something simple. So if $50.00 is your limit then your best option would be to just look for a similar "y" alice costume at a Halloween or Costume store. I'm sure there are many out there.
