Why is the life expectancy in india only a mere 64 years?

Because the huge amounts spent on public hospitals, health awareness programmes and all welfare funds are eaten away by the corrupt combo of politicians and babus and whatever that reaches poor people is a very small percentage. the idea of earning corrupt crores even if it means playing with the lives of people is the reason.
